Ready to use. Add to taste. If using in a dish with adequate liquid (dips, soups, etc.), there's no need to reconstitute. You can rehydrate the onion flakes in cool water for 1/2 hour if necessary before adding to a dish.
Store in an airtight container in a cool, dry place.
